Optimizing Benefits by Enhancing Participation of Minorities in Competitive Examinations and joining steams of Education in Big numbers. Thus wipe the image off and build a new image of a literate and forward looking supportive force in India who are ready to burden greater role as main stream players with rightful presence in services, administration, industries, IT, and all spheres of life.

The following is the my area of talk with Minorities Finance Corporation AP M D and V C  in my second episode with him for my show Hum Badleinge Desh Badlega on Etv Urdu.  Which will be on air today at 8 30 pm on Etv and will be repeated on Sunday at 11 30 am and on Monday 4 30 am, and on nest Tuesday 5 pm. on the subject of  Education, Scholarships, Reservation and Community and govt role in bringing greater awareness, and  pathetic conditions where in drop out levels in Minorities specially the Muslim Community is very high in northern parts of India.  A Pan India effort to find means and policies to resolve all these issues and my bran storming session with  Mohd Illays Razvi MD MFC AP. T

Imagine with a population of nearly 90 lakhs in AP the Muslim community if it maintains serge in Education at rate of  assuming 7 to 12 lakhs beneficiary in a year with a decade we will have at least 60 %  to 65 %  of Muslim population in better jobs with good education earning reasonable lively hood and salaries supporting them selves and serving the family and nation.  The jinx has to be broken we need very large and very fast participation in entrance exams and cash in all the avalialbe opportunity extended by the government.  The govt will fund limit less as the scholar ship schemes in AP is with out upper cap. Hope Muslims understand and act really fast.

There is more on the subject, how such efforts by our state governments can be replicated and means, ideas, processes of bettering the systems and a border national perspective will be discussed in my next article on the subject of minorities reservation, scholarships and setting goals providing parents and motivating them and linking perks and facilities to education.

 

 

1.How can this be achieved ?  Greater Participation of Minorities in govt Schemes. Is it not the responsibility of the community and its heads together with the government to make sure participation comes in big numbers and greater measures are taken to build awareness and participation at every level in the country.

 

2.Role Govt can play for greater awareness not just by ads, and internet Campigns, but by door to door counceling and opening up Centers for concealing for Minorities at Mandal and Village Level to allow maximum benefit and making the job of consciously bringing in the Minorities in to levels of economically uplifted which they were deprived for decades for negligence.

 

3.When we speak about participation how about drop outs in early ages of 6 to 7 years and greater no of children in family being need to support the family in fields and become earning members at very younger age, killing the innocence and opportunity to study.

 

4. Right to Education is a law in India, as a responsible govt official and connected with educaiton. Do you see any improvement on ground in this area if yes how much and if not why ? We are  made to understand since the time the RTE act has come in place some movement is seen towards building better infrastructure and providing facilities for rendering education to all hope this will increase and the act spreads its effects to all in coming times.  By saying this the responsibility is not done it increases to continue and assert its contnious growth and implementation.

 

5.Once Nepolean said you give me good mothers and I will give Good Nation. Nation is build in  on lap of mothers do you agree. We have seen maximum drop outs both in boys and girls in Muslim Community any remedy to it ? The reason being lack of backwardness and right means to have the confidence to support and provide for children who are willing to go for studies, now with the scholarships coming for Minorities. Muslims are encouraged to send their children to school both boys are girls and the percentage of drop outs may decrease. But this is not so still in northern states of India where such schemes are not prevalent like they are in AP or Kerala and few other states of south.

 

6.The mind set of rural India of taking support form children at very young age, can we blame the parent Why can’t  govt schemes be linked to education and if children are dropped out perks should be curtailed and “linking perks and benefits to education and continuation of studies of children”   This is how I feel, the parents still need to understand value of education and govt. should link all the perks and freebies to education, health and awareness and better living. It will definitely be a good idea.

 

7. Don’t you think the major reason has been even with the scholar ships the child is not an earnign member for a long time, and home is ill feed with means to livly hood,  can their be incentives to very low people with less than 50000 income per annum a support of financial perk of 25000 per family whose child is rewarded with scholar ship. ? The idea is to encourage and make sure we do not stop on the path of literacy and better understanding to bring about social, economic stability and growth which has been limping for decades in our country.

 

8. The need does not end with only scholar ship their is dislocation cost, of mess, books, transportation and rent which is expected to be paid by the family.  May be this is also acting as deterrent.  Don’t you see a very big role in waiting form the community and social welfare  and food subsidy departments in this areas.  Such are strides to bring about vibration and concern for education among our children.

 

9.Rajiv Uwain Karnal schemes in AP,  where govt is training individuals in various skills and filed and providing them jobs and loans to set up small businesses. at 18 % interest from banks but on prompt payment the state govt is paying 15 % o the interest burden which effectively will have meger interest burden of 3 % only.

 

10. OBC and Qouta with in Qouta,   How many castes in OBC ? What is the process of reservation in OBC ? No of Castes Govt has assigned in OBC.  Is OBC competitiveness with its classification of castes  ?  Will 4.5 percent Qouta with in Qouta benefit Muslims ? Does it have to do with participation ? Or is it another plan of Govt to keep the real need of 15 % for minorities and 10 % minimum for Muslims. recommended in R M Commission. ?

 

11. Key  to solution is to bring awareness among the community, and I look forward the Community and its efulent class comes forward in big numbers in supporting the section of community which needs their support by providing to the families and taking the task of creating aware ness and setting up centers on their own with organised appointed officers for awarness in mandal level.

 

12. Now justification and real appreciation to the achievements of State of Andhra Pradesh and vision and efforts  in setting up a internet driven distribution system and the policies will not be honored unless this model is replicated and adopted in other parts ofhte country in all states irrespective to which party is in power in states.

The Govt and Ministry  of Minorities affairs in Center has a big responsibly to understand the need to quickly make this a effective guideline to follow.

 

13.  The soft ware of AP MFC should be adopted by all the states to make it effective and have it linked with the ministry to keep it informed and monitored for further imporovements and highlighting the results.

 

14 Population 90 lakhs, economically  backward about 70 lakhs, Indian population 200 million  economically backward 150 million. Where do we go from here. How soon the state and the Indian Muslims will be able to get to the level of literacy and economically liberated in nation which pro missed equal rights and opportunities but not succeeded in decades will it be a new sun rise in coming decade

 

 

The key to eradicate economic backwardness among minorities is education and effective utilization by awareness and a responsible role of govt and community in making it possible. We need more Illays Razivis in Govt in state and at the center to make this possible who have show a path of trasperence and effective functioning of finciancial distributions with out taint. Working in the interest of nation and its people.  We only hope the govt rewards you with bigger  responsible or to head a national monitory body for all state coordination and effective implementation of this very noble mission of govt.
